<enc> is one of lat7/lat4/lat6/cp1257/cp775/cp773

    lat7		ISO-8859-13 (Latin-7)
    lat4		ISO-8859-4 (Latin-4)
    lat6		ISO-8859-10 (Latin-6)
    cp1257		code page 1257 (Baltic RIM)
    cp775		code page 775 (also works for 772, 774)
    cp773		code page 775 (also works for 771)

<layout> is one of
    a			"AltGr"
    b			"Baltic"
    p			"Programmers"
    s			"Sticky"
    z			"AZERTY"

General notes
  Both Alt keys are Alt
  Both Win keys are AltGrs

"AltGr" keyboard layout (experimental):
  use AltGr + 1 2 3 4 5 6 7 8 =
  or  AltGr + a c e w i s u q z

"Baltic" keyboard layout (probably most widely used):
  use Alt-Shift or LWin to toggle AltGr mode
  when in AltGr mode use
     1 2 3 4 5 6 7 8 =

"Programmers" keyboard layout (my favourite):
  use Alt-Shift or LWin to toggle AltGr mode
  when in AltGr mode use
     [`~]  1 2 3 4 5 6 7 8 =
  or [`~]  a c e w i s u q z

"Sticky" keyboard layout (experimental):
  use AltGr + 1 2 3 4 5 6 7 8 =
  or  AltGr + a c e w i s u q z
  [`~] is sticky AltGr
  use AltGr + [space] to get `
  use Shift + (AltGr + [space]) to get ~

"AZERTY" keyboard layout:
